Services were held Saturday, December 8, 2012 for Fallen Animal Control Officer, Roy C. Marcum, at Liberty Towers Church of the Nazarene.
As over 300 people were in attendance, 47 Animal Control trucks having arrived, Animal Control Officers were ushered into the chapel to honor the Celebration of Life of a man so highly thought of, not only professionally, but loved personally.
Invocation Prayer was given by Chaplain Frank Russell of the Law Enforcement Chaplaincy-Sacramento as well as his officiating in the recognition of Roy Marcum’s lovely wife, Tina Marcum, children Roy & Jaqulyn Marcum, “bonus kids” Ryan Childers and Nicole Gray, grandchildren Jayce, Destanie, Jesse & Giovanni, parents Charlotte rush & Steven Michael Marcum & Wendy, siblings including Kenneth Gooden, Leslie Marcum & Joe Jean Marcum, as well as the late Michael Marcum.
Chaplain Frank Russell read the obituary reading from Tina.
As Amazing Grace by Lonestar echoed, the tears were wiped by officers as their loss was heartfelt.
Daughter, Jackie Marcum, shared her deep loss which touched all. Officers identified with their own children should they have to endure such a loss. Jackie’s great grief knowing that her father would never walk through the door again brought tears to all. Jackie recalled her father worked many on-call hours just to make extra money for the family and was determined to give his daughter the opportunity to go to college.
A friend of years of Roy’s reminisced the beginning of their friendship, recalling how Roy so loved all animals and even as a child, would bring home strays and this transcended the rest of his life. Ruben Hernandez recalled the escapades he went on in his youth with Roy which brought a relief from tears to great laughter!
Tong Thao, co-worker, friend, as well as Carl Armour, co-worker, friend and Best Man at Roy’s wedding to Tina, spoke highly and emotionally of the loss they felt.
Lastly, Dave Dickinson, Director, SacCo Animal Care as his voice cracked, shed tears over the loss of such a respected officer and friend as Roy. He spoke of this needless loss and the need to look forward to afford further protection of officers while on the streets.
The poem, “Your Memory” by Julie Lupkin was read by Chaplain Frank, followed by a video presentation as a tribute from Charlotte, his mother.
And, finally, a recording from dispatch entitled “End of Watch” was presented by Dave Dickinson, Director, SacCo Animal Care.

Gravesite Military Honors were given by the Commander, US Air Force Honor Guard , Flag Folding and 21 Gun Salute with presentation of flag to Roy, Jr.
